English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a recent poll of municipal councils, English councils are preparing to sell community centers, athletic facilities, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils for major urban areas in England reported that six out of ten of councils are intending to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have in the past come under fire for disposing of public land and land to shore up their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition noted that a significant number of authorities attempting to generate funds from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would prioritise service redesigns and using savings to weather growing fiscal pressures.”

Detailed Examples of Proposed Disposals

Medway Council in southeast England announced its property management strategy featured the disposal of a shopping centre in a local town and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for Medway council, will also be sold under the plan.

Local Levy Rises and Wider Financial Pressures

This research of local authorities in the coalition, which covers several urban centers, also found that over seven in ten of authorities will have to increase council taxes next spring to cover the rising cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

The authority explained it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He continued: “We face demographic pressures which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Forecasts

Research of county councils recently also found council budgets being stretched by the increasing figures of young people and older individuals requiring Send support.

A network of councils projected that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to cope with rising needs.

Government officials have delayed planned reforms to the special educational needs framework until next year after a white paper setting out those reforms was recently delayed.

Disadvantage and Funding Shortfalls

Based on the latest deprivation measures (IMD) for UK local authorities, many participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the 2025 deprivation indices,” said the report.

“Although only a single urban area is among the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of the nation. The data underscores the scale of difficulties confronting local leaders across major urban centers in the coming year,” the report concluded.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that accounts for and responds to the real levels of disadvantage and need,” stated Michael Mordey.

“Lacking this, councils will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have reduced or weakened care services in the last year, the survey revealed.
