Zelensky Asserts He Lacks Explicit Security Pledge from Allies
President Zelensky has stated that Ukraine's partners in Europe have not given him concrete pledges that they will defend Ukraine in the case of a future Russian attack.
"I am asking this very question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on midweek.
His comments come a day after the UK and France inked a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.
However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on Tuesday.
Details of the Paris Talks
After the Paris talks, which included some three dozen nations that form the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.
Partner nations suggested that the US would take the lead in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.
Moscow has not yet commented on the declaration made in the city of Paris.
President Putin initiated a comprehensive military assault of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukraine's land.
The President's Evolving Stance
Sir Keir described the joint statement as "a vital part of our commitment to support Ukraine for the foreseeable future".
He added: "It paves the way for the legal framework under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the years to come."
The Ukrainian leader praised that agreement as a "huge step forward".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when questioned if nations in Europe would defend Ukraine.
"However, until we lack such binding security pacts - legally binding, supported by parliaments, supported by the United States Congress - this question remains unresolved. And should they materialize, you still have to rely primarily on your own strength."
Unresolved Issues and Ongoing Conflict
The Paris talks were also significant owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.
Witkoff said the allies "largely finished" their work on finalizing security arrangements.
Recently, the President indicated a settlement was "ninety percent complete".
Questions of land and defense pledges have been at the center of unresolved issues for diplomats.
The Russian leader has consistently stated that Ukraine's military must withdraw from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.
The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an agreed point - but only if Russia did the same.
Moscow currently controls about three-quarters of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The pair of oblasts constitute the Donbas industrial heartland.
Attacks have been escalating against cities in Ukraine - with a focus on energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.
Ukrainian forces have retaliated at Russian targets with drones, albeit with more limited success.
